Abstract
This study examined the impact of public procurement
policies on government efficiency in Kaduna state, Nigeria.
Using a quantitative research design, data were collected
from a sample of 400 procurement officers, auditors, and
administrators across various government institutions.
Multiple regression analysis was employed to determine the
impact of procurement variables on government efficiency.
The findings revealed that political interference (Polin) and
e-procurement reforms (EPRI) significantly enhance
government efficiency. However, timeliness of the awarded
contract (TIMAC), competitive bidding (CompBid), and
procurement reforms (ProcReform) showed mixed and
statistically insignificant impact, indicating that
procurement effectiveness depends on enforcement,
regulatory oversight, and political commitment. The
regression model achieved an R-squared value of 0.401,
indicating that the independent variables explain
approximately 40.1% of the variance in government
efficiency. Based on these findings, the study recommended
strengthening policy enforcement, expanding e-procurement
systems, improving competitive bidding processes, and
reinforcing transparency and accountability mechanisms.
This study contributed to the growing body of knowledge on
public procurement by discovering the key factors impacting
government efficiency. The findings have implications for
policymakers, government agencies, and development
organizations seeking to optimize procurement processes for
improved governance outcomes.
